Background

Scott has 38 years broad oil and gas industry experience from his career with BP, laterally employed in Senior Engineering Authority roles across various regions .  A chartered chemical engineer, he has strong engineering , assurance, cross-functional communications and influencing skills with a proven track record of delivery across a wide range of projects and operations .  He has filled a number of Multi-disciplinary Leadership roles as well as Individual Contributor roles .  Across the majority of  assignments , he has fulfilled many organizational capability and staff development responsibilities and has provided coaching and mentoring to numerous engineers .

Engineering Authority (EA ) roles , 2003-2023.

During the period 2003 - 2023, filled Engineering Authority roles in Deployed 'Safety and Operational Risk' (S&OR) in various regions , including transitions from Projects into Operations 

- MENA (Middle East/North Africa) (Oman Khazzan, Egypt West Nile Delta) , 2016 -2023

- Angola (Greater Plutonio/PSVM FPSO’s ) , 2009-2016

- Egypt (Gupco JV ,Oil and Gas Performance Units) , 2003-2009.

 

These roles involved setting clear requirements and through selective assurance (Planned , Structured, Day to Day ) maintaining an independent view on safety and operational risk and conformance , intervening and escalating as necessary to mitigate risk and drive corrective action.

Assured and supported Projects to Operations transitions , Engineering Handover ,Vulnerability Management as well as participation in periodic Risk Reviews, TAR reviews.  

Participation in Organisational reviews across all assignments as well as staff coaching and development.

MENA and Angola roles were Sunbury-based in UK , with trips to Muscat and Luanda respectively .

Egypt roles were Cairo-based, as part of an expat assignment.

Projects and Engineering Manager Pharaonic Petroleum Company (PhPC) BP Egypt March 2008 – July 2009

(set up of a new Joint Venture to transfer all Ras El Bar activity out of Gupco)

Responsibilities included forming the initial Projects and Engineering organisation to support ongoing West Harbour, Akhen and Ha’py Operations. 

 

Engineering Manager (incl Engineering Authority, Gupco ) March 2003 – March 2008

Projects and Engineering Dept , Gupco Oil Performance Unit , BP Egypt

Based in Cairo, Egypt , responsible for managing a multidiscipline engineering / development team(expat and national resource) , providing support to Oil PU and Gas PU Projects and Operations activity as well as being responsible for all Engineering Assurance activity across Gupco.

Development of the MOC process across Gupco, Technical Authority implementation , assessment and development .

 

Engineering Manager, Shah Deniz Onshore Terminal July 2000 – March 2003

Shah Deniz Gas Export Project, Azerbaijan Business Unit

Based in the Kellogg Brown and Root offices, London as part of the BP Management team , responsible for the evolution of the overall gas and condensate terminal design through the Select and Define stages of the project and up to sanction.. Managed key interfaces with the Shah Deniz Offshore team (based in Technip, Paris) and the Midstream Pipeline part of the project (South Caucasus Pipeline Project, based in John Brown Engineering, London) 

 

Senior Development Engineer. Feb 1999 – June 2000

Southern North Sea (SNS) Business Unit, UK 

Lead Facilities/Project role in re‐appraisal of Hoton field development options leading to Single Point Accountability for taking the project through the overall Conceptual Development phase and delivering a recommendation for progressing into the subsequent design phase (prior to eventual successful execution of the project after 24 years of attempting to get the project to sanction). 

 

Facilities Development Consultant Mar 1998 ‐ Jan 1999

Brae Miller Business Development

Lead technical consultancy role for Brae Miller and wider North Sea area development activity covering offshore facilities, pipelines and onshore terminals.

Management of all technical studies through leadership of asset, central and external resource, covering platform modifications, 3rd party tie‐backs, pipeline transportation, terminal debottlenecking and expansion. External interface with Marathon, Mobil, Shell and Total through the course of various studies. 

Brae Area Operations & Development Engineer Mar 1995 ‐ Feb 1998

Brae Miller Business Development

Promoted a strong company position for delivery of business plan targets in BP’s interests in Brae and SAGE operations.  BP representative on various Brae and SAGE Technical, Operations and Project committees.

Delivered a range of technical and facilities studies relating to Miller’s ability to process third party hydrocarbons, scope for debottlenecking, upgrade etc.
